Effective December 1, 2009, due to the enactment of a state statute, state medical assistance for noncitizens (Medicaid/HUSKY A for noncitizens, sometimes known as SMANC) was discontinued for most noncitizens. A state Superior Court has recently declared that statute unconstitutional. Accordingly, the Department of Social Services is in the process of reinstating medical benefits for these individuals.
When checking the Eligibility Verification System, if you encounter a denial of services for a HUSKY A/Medicaid client, please ask the individual if his or her benefits were recently discontinued due to his or her noncitizen status. If so, please be assured that eligibility will be restored for that individual within the week, retroactive to December 1, 2009.

HUSKY B and Charter Oak Membership Numbers
Effective December 19, 2008 Community Health Network of Connecticut (CHNCT) has issued new identification numbers for our HUSKY B and Charter Oak members. The new number will be the same as the member’s EMS Client Identification number issued by DSS.
Effective December 19, 2008 please use the member’s new identification number when submitting claims or verifying eligibility. There will be a short period of time in the first quarter of 2009 CHNCT will accept either the CHNCT number or the EMS Client Identification number. This will enable you to reconfigure your current system or time to contact an outside billing service if needed.
If you are using our online ePower software to verify eligibility, you must either use the EMS Client Identification number OR the members last name to verify eligibility.
Your provider remittances will list the EMS Client Identification number as well as your provider patient account number. The previous CHNCT identification number will no longer appear on remittances.
